TEMPORARY PARKING RESTRICTIONS

JANUARY 29, 2026, TEMPORARY PARKING RESTRICTION FOR THE FOLLOWING STREETS:

• Queen Street from Water Street to Priestley Avenue

• Priestley Avenue from Queen Street to Hanover Street

• Water Street from King Street to C Street

• Front Street from Hanover Street to King Street

• Orange Street from Priestley Avenue to Third Street


JANUARY 30, 2026, TEMPORARY PARKING RESTRICTION FOR THE FOLLOWING STREETS:

• King Street from Second Street to Front Street

• Third Street from Hanover Street to Queen Street

• Fourth Street from Orange Street to Queen Street

• Seventh Street from King Street to Duke Street

• Duke Street Extension


All vehicles must be removed off the above-mentioned streets between 7:00AM until 3:00PM for snow removal. Vehicles remaining on the street after the designated time will be subject to fines and towing at the owner’s expense. Residents and visitors are strongly encouraged to utilize off-street parking whenever possible to support snow plowing and street-cleaning efforts.


In the event of winter weather, follow the parking ordinance from 7:00 am to 7:00 pm. Should inclement weather occur or be forecasted for 7:00 pm to 7:00 am, please follow the next day’s schedule. We know parking will be tight so if off-street parking is available to you, please take advantage of it.

In an effort to keep the streets plowable and drivable, we are asking that you follow the Monday schedule of the No Parking ordinance if the weather is expected on Wednesday, Friday and/or Saturday. And follow the Tuesday schedule of the no parking ordinance if the weather is expected on Thursday and/or Sunday.

The Emergency Route will be the primary focus for salt/plowing, with the secondary streets being attended to after all primary roads are cleared.

3. Prince Street from Front Street to Strawbridge Road

4. Strawbridge Road

5. Second Street from Duke Street to Prince Street

6. Third Street from Hanover Street to Prince Street

7. Fifth Street from Duke Street to Strawbridge Road

8. Sixth Street from Duke Street to King Street

As per ordinance 2020-2, remember that all snow and/or ice must be removed from sidewalks and pavements prior to 24-hours after snow has fallen and ice has accumulated. Tickets will be issued for any property that has not removed ice and/or snow from their sidewalks and/or pavements.

Notice of Sewer Rate Increase 

 Due to an increase in Energy Costs, there will be a rate increase of $10 per quarter per EDU, this applies to multiple parcel units as well. 

Example (billing rate):

Flat Rate (Quarterly)   -  Increase to $100, from $90

EDU-W (Wells)  -  Increase to $158.08, from $148.08

2026 Borough Council will meet February 3, March 3, April 7, May 5, June 2, July 7, August 4, September 1, October 6, November 10 and December 1. 

Borough Committee Meetings: Community Development – 2nd  Monday, Streets – 2nd Tuesday, Rules – 3rd Monday, Finance – 4th Tuesday, all at 6:30 PM,  Sewer – 1st Tuesday at 5:30 PM,   Planning Commission – 4th Thursday at 4:00 PM. Public Safety – 3rd Tuesday at 6:00 PM. 

Emergency Services Board meets at 6:00 PM, the 1st Monday of each month at the Borough Building unless that day is a holiday; then the meeting will be the 1st Tuesday at a location to be determined. 

Borough Council may conduct Work Sessions during Committee meetings. No action will be taken. Unless otherwise noted, all meetings are held at 6:30 PM in the 2nd Street Borough Building, 175 Orange St., North’d, PA.

It has come to our attention that some residents are receiving text messages from a number claiming to be the Pennsylvania Department of Motor Vehicles (DMV). The text message tells you that you have an outstanding traffic ticket and lists potential penalties if you do not pay the ticket. These text messages are not legitimate; you should block the phone number and delete the message. Pennsylvania government entities will not reach out to you via text message.

As you may know, a new surveillance system has been installed at the Second Street Playground. Any acts of vandalism and/or criminal activity will be investigated and perpetrator(s) will be charged.

REMINDER: Grass clippings on the road are a Quality of Life Ordinance violation. Grass clippings are dangerous to motorcycle riders and cyclists and they clog storm drains. You will get a ticket for a Quality of Life violation if grass clippings are in the road at your property. If you have a landscaping company mowing your lawn for you, the property owner will be receiving the ticket. For more information, please reference Chapter 42 of the Borough of Northumberland Code Book.

The Northumberland Police Department is putting together a list of homes and businesses in our community with outdoor cameras. The list will be confidential; should crime happen in your neighborhood, you would be called upon to check your video system.
